Body image becomes important to teenagers, which is why they are opting to have cosmetic surgery. Experts say that teens are inclined to change parts of their body they think are imperfect to fit in with their peers. Many teenagers want breast implants to correct asymmetry – the condition in which one breast is smaller than the other.
In 2011, more than 76,000 cosmetic surgery procedures performed on teens, reports the American Society of Plastic Surgeons (ASPS). In 2012, more than 200,000 teenagers underwent a cosmetic surgery procedure, says another report. While most teens opt for non-invasive treatments acne and hair removal, others go in for procedures such as rhinoplasty and breast augmentation. In 2009, ASPS statistics show that about 8,000 teenagers age 13 to 19 had their breasts enlarged. More than 8,500 breast augmentations were performed on 18-19 year olds in 2010, higher by 3 percent from 2009. However, in 2010, only 3 percent of all breast augmentations were on 18-19 year olds.

The question is whether teenagers should be allowed to have breast implant surgery. Experts do not recommend women breast augmentation procedures for women below age 18. In some women, the breasts become fully developed only when they reach their mid-twenties. Until the breasts become fully developed, it is not easy to determine whether augmentation is necessary, and if so, what size and shape would be ideal. In fact, the discomfort and risks of having implants inserted before the breasts are fully developed would be more serious than awkwardness felt due to having small breasts. If implants are inserted before the breasts are fully developed, it could cause stretch marks and sagging.
The U.S. Food and Drug Administration (FDA) has approved saline-filled breast implants for breast augmentation in women 18 years or older and for breast reconstruction. The FDA has approved silicone breast implants for use only in women age 22-years or older.
The bottom line is that it is better to wait until the breasts are fully developed to achieve the best results for breast enhancement.
